Create a contact
One person, identified by phone, inside the workspace.
POST /api/v1/contacts accepts name, phone, email, tags, and custom. The phone is stored in E.164. A second request with the same phone updates the existing person.
Opted-out contacts stay in the list and are excluded from broadcasts.
